Resolution No. 20-11
A Resolution Amending the Incentives Offered by the Duchesne County Trailer Removal Program
WHEREAS, Duchesne County has offered a junk trailer removal program since the fall of 2004 to encourage property owners to dispose of derelict trailers; and
WHEREAS, the trailer removal program has resulted in the removal of trailers (including single-wide and double-wide mobile homes and recreational vehicles) from 459 locations in the county to date and contributed to aesthetic improvements in those areas; and
WHEREAS, the Duchesne County General Plan calls for beautification of the county and incentive programs to encourage property owners to participate; and
WHEREAS, recent years have seen trailer removal costs exceed the $40,000.00 budget and a resulting need to amend the program to contain costs.
NOW THEREFORE, BE IT RESOLVED by the Board of Duchesne County Commissioners that:
- The Trailer Removal Program will be continued, funded by the Solid Waste operations budget and be administered by the Community Development Department. Trailers located inside cities and towns within the county and in unincorporated areas are eligible for the program.
- Property owners applying for the program are encouraged to work with trailer removal contractors on a list maintained by the County.

Duchesne County will reimburse applicants up to $750.00 for each single-wide trailer (up to $500.00 for trailers under 40 feet long exclusive of hitch) and up to $1,000.00 for each double-wide trailer removed (with no payment to exceed the actual cost of the removal) upon submittal of:
- A completed application and signed waiver on forms provided by the County;
- Before, during and after photos of the trailer site (before, during and after site visits by county personnel may be substituted).
- Receipt from Blue Bench Landfill demonstrating delivery of trailer debris. Burning of trailers is not permitted unless approved by county fire and state air quality authorities.
- Invoice from a contractor indicating completion of work.
- A Movable Structure Tax Clearance issued by the Duchesne County Assessor's Office, verifying that all property taxes are paid current.
- Duchesne County will reimburse the tippage fees for recreational vehicles/campers hauled to the landfill by an owner or contractor. The program will not reimburse costs incurred by the owner in transporting a recreational vehicle/camper to the landfill (with the exception of applications filed before the date of this Resolution). Recreational vehicles/campers shall be accompanied by a title or an Affidavit of Abandoned Vehicle when delivered to the landfill or they will not be accepted.
- All mobile homes and trailers/campers transported to the landfill shall be free of solid waste and loads shall be transported in a manner that is safe and secured to prevent waste from littering the roadways.
