Commissioner Irene Hansen, Commissioner Greg Miles, Commissioner Tracy Killian, Deputy Attorney Tyler Allred, Public Works Director Mike Casper, Public Works Deputy Director Clint Curtis, Economic Development Director Deborah Herron, Emergency Management Director Josh Phillips, Deputy Clerk-Auditor Becky Broadhead, Human Resource Director Judy Stevenson, Clerk-Auditor Chelise Jessen, and Commission Executive Assistant Melissa Hughes is taking the meeting minutes.

Public Works Update

Public Works Director Mike Casper gave an update on existing projects and upcoming work. The chip-sealing projects are going well and are almost complete. They will start the Beaver Slide (CR 115) project to widen the road. The salt sheds are about full; seven more loads are expected. A resident called about County Road 258: they said the garbage company would not pick up the garbage if the road wasn’t repaired. A culvert could be installed to help with the washed-out area of the road. The contracted chip-seal project was supposed to start last week and hasn’t. Director Casper will follow up to see when they will begin. The parties also discussed the purchase of a roller and sweeper, which they are currently renting.
Discussion & Consideration of the Final Reporting for the Utah Rural Grant

Economic Development Director Deborah Herron presented the Status Report for the Rural County Grant. The grant's breakdown was $20,000 for Business Expansion and Retention, $10,000 for Workforce Training and Development, $90,000 for Infrastructure and Capital Facilities Improvement for Business Development, and $80,000 for Business and Community Volunteer Mentoring, for a total grant amount of $200,000. She explained the progress of the Business Expansion and Retention (BEAR) and Consulting, Customer Service, and the Main Street Matching Grants. Pictures of some of the businesses that have been helped were shown. She described the Business and Community Volunteer Mentoring Grant that assisted the Thompsen House of Hope. She will submit the Rural Grant Reporting through the Governor's Office of Economic Opportunity (GOEO) Grant Portal. She will submit the draft FY25 application to the board before submitting it. The parties discussed the grant and future goals. Commissioner Killian made a motion to accept the final reporting for the Utah Rural Grant. Commissioner Miles seconded the motion. Commissioner Killian voted aye, Commissioner Miles voted aye, and Commissioner Hansen voted aye. The motion passed.
Discussion & Consideration of the Board of Equalization (BOE) Adjustments

Clerk-Auditor Chelise Jessen presented three BOE adjustments. Parcel 00-0035-3036 needs to be changed to state-assessed, Parcel 00-0035-0936 needs to be changed to secondary, and Parcel 00-0002-0697 needs to be changed from secondary to primary with application. The parties discussed the adjustments. Commissioner Miles made a motion to approve the BOE adjustments as presented. Commissioner Killian seconded the motion. Commissioner Miles voted aye, Commissioner Killian voted aye, and Commissioner Hansen voted aye. The motion passed.
