MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, April 20, 2026, in the upstairs training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members present were Mayor William Duncan, Vice Mayor Steve Byington, Leigh Turben, Healy Jackson, and Sam Dorf. Staff present was City Manager Katie Smiddy, Law Director Rob Jacques, Public Works Director Doug Spitler, City Engineer/Assistant Public Works Director Chris Kuzma, and Finance Director Maralee Leonard. Also in attendance were Al Aspacher, PE and Brad Siefker with Fishbeck, as well as a representative from Veolia.

Mayor Duncan called the work session to order at 5:00 p.m. and invited representatives from Fishbeck to provide an update on the City’s water reports.

Fishbeck presented a high-level overview of its evaluation of the City’s water supply and Water Treatment Plant capacity. The evaluation builds on the firm’s 2023 study and included a review of current and projected water demands to assess trends and identify long-term system needs.

Mayor Duncan departed the meeting at 5:55 p.m.

Mr. Jacques informed Council that the Auditor’s Office has requested a revision to the format of the levy legislation from the previous meeting. An updated version will be included on the May meeting agenda.

Mrs. Smiddy updated Council on conversations with Oakwood United and field conditions. Staff is continuing to work with the soccer organization on a unified message.

Mrs. Jackson inquired about submitting an article to the Oakwood Register regarding the e-bike safety class hosted at the Oakwood Community Center. Council provided a response.

Mr. Dorf asked about the status of recent conversations with Kettering Health regarding the building at 2600 Far Hills Avenue. Mrs. Smiddy provided an update.

The work session concluded at 7:15 p.m. and the meeting was adjourned.
