The Council of the city of Oakwood, State of Ohio, met in a regular session at 7:30 p.m., in the council chambers of the city of Oakwood.
The Mayor, Mr. William Duncan, presided, and acting Clerk of Council, Mr. Robert F. Jacques, recorded. Mayor Duncan reported that City Council is present at City Hall while respecting social distancing guidelines. The meeting is limited to essential attendees only including the five members of City Council, the City Manager, and the City Law Director who is also acting as the Clerk of Council.
Mayor Duncan opened the meeting by asking all present to participate in the Pledge of Allegiance.
Upon call of the roll, the following members of Council responded to their names:

Mrs. Hilton advised Council she had read the meeting minutes of the April 6 regular session. Mrs. Hilton reported she found the minutes correct and complete. Therefore, it was moved by Mrs. Hilton and seconded by Mr. Epley that the minutes of the session of Council aforementioned be approved as written and the reading thereof at this session be dispensed with. Upon a viva voce vote on the question of the motion, same passed unanimously and it was so ordered.
Oakwood Historical Society COVID-19 Experiences: Mayor Duncan encouraged residents and businesses to participate in the Oakwood Historical Society's effort to capture the history of COVID-19 experiences by reading the following statement:
Our Oakwood Historical Society is embarked on an effort to capture and record our collective experiences here in Oakwood during this COVID-19 pandemic. The success of the Historical Society's project depends in large part on the participation of our residents and businesses. Let me read a statement from our Historical Society:
It's springtime in the year 2030. You're looking back at the pandemic of 2020, the changes it dealt to daily life, and how you adjusted. How will you describe it? Human nature is that your future memory of what happened won't be a recollection. It will be a reconstruction, built partly from what is happening now and largely from what you learn later about what hasn't happened yet. It's called hindsight bias.
If you don't take the time to record your thoughts now, you will never really have an accurate, unbiased recollection. Future accounts will include such words and phrases as "Clearly..." or "It was obvious...". The trouble is, nothing right now is obvious or certain. Most of us can't envision what normal life will look like months into the future.
As Mayor of Oakwood, I encourage our residents and businesses to support the Oakwood Historical Society's effort to capture the history of what is happening now—in real-time. The Society asks residents to submit their writings, drawings, pictures, videos, and whatever else you want to send the Society for safekeeping in our City archive. I urge you to go to the website, oakwoodhistory.org, and learn more details. There is also information about this project posted to our city of Oakwood website. Our collective experience will be lost unless individuals and businesses act now."
