The Council of the City of Oakwood, Ohio, met in a work session on Monday, May 18, 2026, in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.
Council members present were Mayor William Duncan, Vice Mayor Steve Byington, Leigh Turben, Healy Jackson, and Sam Dorf. Staff present was City Manager Katie Smiddy, Law Director Rob Jacques and Public Safety Director Alan Hill.
Mayor Duncan called the work session to order at 5 p.m. and the following items were discussed:
Flock Cameras
Chief Hill briefed Council on the City’s use of Flock cameras, noting their value as an important law enforcement tool.
E-bike Update
Chief Hill provided an update on the Safety Department’s three-pronged approach to e-bike enforcement, with particular attention to e-moto type vehicles. Absent egregious or unsafe conduct, initial encounters will focus on education. A second encounter with the same individual will result in a citation eligible for Teen Court. Third and subsequent encounters will be cited directly to Montgomery County Juvenile Court. Mr. Dorf also updated Council on a state bill he and Mrs. Turben are working on in collaboration with Representative Andrea White.
Chief Hill departed the meeting.
Economic Development Inquiry
Mrs. Turben referenced a recent email inquiry regarding economic development. Mrs. Smiddy will provide a response.
2400 Far Hills Avenue
Mrs. Turben noted that 2400 Far Hills Avenue has recently been sold. The new owners are working with prospective tenants for the Triangle Avenue-facing spaces.
School-Related Updates
Mrs. Smiddy updated Council on two school-related matters: the lease at 20 Rubicon Road and a proposed temporary installation of modular buildings to support construction at the two elementary schools. Council discussed both matters at length.
Committee Needs
Mrs. Smiddy informed Council that Samantha Elder has resigned from the Board of Zoning Appeals. Council discussed options for her replacement, as well as potential candidates for the Beautification Committee.
Communication Strategies
Mrs. Smiddy led a discussion regarding communication strategies. Council reviewed the use of press releases, the Oakwood Register, the Oakwood Scene, and social media, and discussed appropriate applications for each.
