OAKWOOD CITY COUNCIL WORK SESSION
APRIL 1, 2019

The Council of the city of Oakwood, Ohio, met in a work session on Monday, April 1, 2019 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the work session to order at 6:30 p.m. and began by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

  • STATUS REPORTS: Mayor Duncan noted that there are no citizen committee appointments to present at the regular session this evening. Mr. Klopsch mentioned that the City received a commendation from the Ohio House of Representatives congratulating Oakwood for being ranked first on the list of “Best Places to Live” by the Dayton Business Journal. Mayor Duncan will read this commendation aloud at the regular session this evening. Mayor Duncan reviewed the following proclamations scheduled for presentation at the regular session this evening.
    • Proclamation recognizing April as “Fair Housing Month”.
    • Proclamation recognizing April as “Autism Awareness Month” and April 2 as “World Autism Day”.
    • Proclamation recognizing April 7 – April 13 as “National Library Week”.
    • Proclamation recognizing May as “Motorcycle Awareness Month”.
  • LEGISLATION: Council discussed the following items of legislation on the regular session agenda this evening:
    • An Ordinance to levy special assessments for the 2018 Sidewalk Repair Project, Mr. Stephens
    • An Ordinance to proceed with the 2019 Sidewalk Repair Project, Mr. Stephens
    • An Ordinance to proceed with the 2020 Street Lighting Program, Mr. Stephens
    • An Ordinance to levy special assessments for the 2020 Street Lighting, Mr. Stephens
    • An Ordinance to clarify permitting procedures for Mobile Food Vehicles, Vice Mayor Byington
    • An Ordinance adopting the 2020 tax budget, Vice Mayor Byington
    • An Ordinance to consider a proposed text amendment to the sign regulations of the Zoning Code, Vice Mayor Byington
  • STAFF REPORT – PUBLIC WORKS DEPARTMENT: Mr. Klopsch confirmed that he will deliver a Public Works Department staff report at the regular session this evening.
  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      • City Credit Accounts: Mr. Klopsch confirmed that Council received and reviewed the March 2019 Credit Card Account Transaction Detail Report. Mayor Duncan and Mr. Klopsch signed the report attesting that it has been reviewed. Mr. Klopsch also confirmed that Council received and reviewed the Credit Card Accounts Quarterly Review for the first quarter of 2019. This report was also reviewed by Assistant Finance Director Alice Young, Compliance Officer.
