On behalf of the Delaware County Board of Commissioners, we are pleased to provide this letter in support of Ball State University's 2026 Promise Neighborhood Implementation Grant application.

The Delaware County Commissioners recognize that the long-term success of our community depends on creating opportunities for children, families, and future generations to thrive. As we work to strengthen our local economy and improve quality of life throughout Delaware County, one of our overarching strategic goals is to grow our population. Achieving that goal requires a comprehensive approach that includes expanding economic opportunity, improving educational outcomes, investing in neighborhoods, and increasing the availability of quality housing.

Housing is one of the most significant challenges facing Delaware County today. Families are more likely to remain in or relocate to communities where safe, attainable housing exists alongside strong schools, accessible community resources, and clear pathways to employment. Efforts that strengthen neighborhoods and improve educational outcomes complement the county's ongoing initiatives to encourage residential investment and community revitalization.

We appreciate that the Promise Neighborhood initiative recognizes that lasting community success requires collaboration among educational institutions, local government, nonprofit organizations, neighborhood leaders, and private sector partners. No single organization can address these complex challenges alone. By aligning resources and working toward shared goals, our community is better positioned to improve outcomes for children while creating an environment where families choose to live, work, and invest.
