Thereupon, it was moved by Vice Mayor Byington and seconded by Mrs. Turben that the second reading be waived and that the ordinance be passed tonight.
Mayor Duncan noted that four yes votes are required to waive the second reading of the ordinance.

CITY MANAGER’S COMMENTS: Mrs. Smiddy shared the following information:
Gardner Pool opened over Memorial Day weekend, and the transition to Swim Safe Pool Management has been seamless.
Mrs. Smiddy recently met with Kristi Hale and Jen Enseleit from Wright Memorial Library to discuss a forthcoming bill that threatens to decrease state funding for public libraries. This meeting provided a valuable opportunity for the library to highlight the potential impact of the proposed changes, particularly concerning Wright Library's distinct status as a school district library and its vital role within the Oakwood community.
The City of Oakwood is initiating a comprehensive assessment aimed at evaluating and enhancing the structures, operations, and service delivery of its Public Works and Leisure Services departments. This initiative is designed to ensure that these departments function with optimal efficiency and effectiveness, aligning with the needs of the community they serve and the dedicated staff supporting these essential services.
COUNCIL COMMENTS
Mrs. Jackson shared that she recently explored the public art in downtown Dayton to commemorate the 30th anniversary of the Dayton Peace Accords and for the NATO Parliamentary assembly. She recognized the following Oakwood artists who played a role in the displays: Scotty D’s photographs, Lori Park’s bronze sculpture, and a tribute to former Oakwood resident Joseph Desch by Cheryl Lloyd and Leigh Ann Fulford.
Mrs. Turben highlighted that the newly formed committee concentrating on Business Districts will enhance communication efforts to ensure Oakwood maintains a dynamic and thriving business environment. City Council and City Staff are currently organizing a business walk to connect directly with business owners, allowing them to share their challenges and successes. Additionally, an afternoon event titled “Coffee with Katie” is being planned. She also outlined various initiatives the committee will implement to recognize local businesses within the community.
Vice Mayor Byington extended his congratulations to the City and the Oakwood Rotary Club for their successful organization of the recent “That Day in May” event. He also recognized the Decathlon Oakwood Team for their achievement of placing 7th overall at the 2025 Nationals, marking a significant milestone as it was the team’s inaugural Division I national competition. In closing, he noted the honor of attending an Eagle Scout ceremony for Lilly Green.
