A RESOLUTION

NO 1902
A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A THREE YEAR COLLECTIVE BARGAINING AGREEMENT WITH THE CITY OF OAKWOOD CHAPTER OF THE OHIO COUNCIL 8, DAYTON PUBLIC SERVICE UNION, LOCAL 101, AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFL-CIO).
WHEREAS, representatives of the City and the city of Oakwood Chapter of the Ohio Council 8, Dayton Public Service Union, Local 101, American Federation of State, County and Municipal Employees (AFL-CIO), representing the public works department employees, entered into negotiations for a successor agreement to the collective bargaining agreement which expired on December 31, 2022; and
WHEREAS, over the course of several meetings, the parties were able to agree on a new three (3) year collective bargaining agreement to become effective January 1, 2023; and
WHEREAS, this new collective bargaining agreement provides the public works employees with responsible wage increases over the next three (3) years given the city's available financial resources, as well as incentives for employees to obtain certain licenses that are critically important to the operation of our utility services, thereby ensuring that our Public Works pay scale remains competitive in an increasingly difficult labor market; and
WHEREAS, the proposed agreement has been reviewed with Mayor Duncan and Vice Mayor Byington in their capacity as members of City Council's Finance Committee, and
WHEREAS, the City Manager recommends the execution of the three (3) year collective bargaining agreement covering the public works department employees;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF OAKWOOD, MONTGOMERY COUNTY, OHIO, THAT:
SECTION I.
The City Manager is hereby authorized to execute a three (3) year collective bargaining agreement with OHIO COUNCIL 8, DPSU LOCAL 101, AFSCME to expire on December 31, 2025.
SECTION II.
It is hereby found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council and that all deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements including §121.22, Ohio Revised Code.
