Chairman Miles welcomed everyone to the meeting.

The two bids received for the Administration Building remodel were opened and scored last week. Commissioner Miles explained that BHI had a slightly higher score than Tushar. Building & Grounds Director Shane Jenkins thanked the contractors for submitting their bids. The bids were scored using the following criteria:

• Technical Approach (20%) – Feasibility and innovation of the design-build approach.
• Experience & Qualifications (20%) – Relevant past performance and expertise.
• Project Schedule (15%) – Ability to meet deadlines and minimize disruption.
• Cost Proposal (30%) – Overall cost competitiveness and value for money.
• Local Preference (15%) – Adherence to bid requirements and completeness of submission.

Commissioner Killian made a motion to accept the bid for the Administrative Building remodel from BHI for $1,744,393.00. Commissioner Chugg seconded the motion. Commissioner Killian voted aye, Commissioner Chugg voted aye, and Commissioner Miles voted aye. The motion passed.

Public Works Director Mike Casper provided an update on existing projects and upcoming work to the public. They are still working on the new building site. They should be done hauling in clay by Wednesday. He discussed the water lines and what is required to supply the new building with water. They are done crushing in the Duchesne pit. They will move the portable crusher to Fruitland. They are looking at dates to schedule Burdick to pave the approach on Highway 87. Some issues have arisen with UDOT on the approach. The bottom of County Road 29 is expected to be paved on Wednesday. Some areas of the road still need repair. They have hired three part-time employees who will start this week. Director Casper will address some culvert issues in Neola.

Sheriff Travis Tucker explained that the Forest Service Contract is for law enforcement patrols of the Ashley National Forest. The amount for 2025 is $5,000 with a carryover from 2024 of $1,394.67 for a total of $6,394.67. The parties discussed the patrols and the Forest Service's responsibilities. Commissioner Chugg made a motion to renew the agreement with the Forest Service and authorize the chair to sign on behalf of the County.
