TO APPROVE AND ADOPT A CIVIL PREPAREDNESS PLAN FOR THE CITY OF OAKWOOD.

WHEREAS, Codified Ordinance Sec. 150.04 requires that a Civil Preparedness Plan be prepared and presented to the Council of this City for adoption, modification or rejection; and

WHEREAS, such a plan has been presented to the Council by the City Manager, in his capacity as Civil Preparedness Director, and by the Public Safety Director;

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF OAKWOOD, STATE OF OHIO, THAT:

SECTION I.

The Council of the City of Oakwood hereby approves and adopts the Civil Preparedness Plan which has been prepared and presented to it by the City Manager and Public Safety Director; and the Council hereby directs that a copy of said plan be maintained in the office of said Director.

SECTION II.

The Director of Civil Preparedness is and shall be authorized to update the Civil Preparedness Plan from time to time without further approval from Council, provided that such authority shall only extend to procedural, personnel, and/or other minor changes that do not substantively alter the Plan.

SECTION III.

Council hereby declares its intent that the Civil Preparedness Plan is and shall constitute a “security record” and an “infrastructure record” of the city, as defined by Section 149.433 of the Ohio Revised Code. Accordingly, the same is hereby incorporated by this reference but shall not be attached to the official record of this ordinance.

SECTION IV.

This Ordinance is hereby declared to be an emergency measure and as such shall take effect immediately on the basis that it is necessary for this City to adopt a Civil Preparedness Plan as quickly as possible for the protection of the public peace, health, safety and welfare.
