DECEMBER 10, 2018 COUNCIL MEETING

City Council met in public session on December 10, 2018. Here are the highlights.

Council meeting minutes were approved for the November 5, 2018 regular session, work session & executive session and November 19 work session.

STATUS REPORT

  • Recognition of Skip and Martha Ordeman – Mayor Bill Duncan recognized Skip and Martha Ordeman for serving as chairs of Oakwood’s annual Friends of Smith Gardens membership/fundraising drive from 2007 to 2018.

VISITORS

  • Oakwood High School senior Lainey Teeters spoke about the Oakwood School’s “Building Our Lives Drug-Free” (BOLD) program.

LEGISLATION

Oakwood City Council approved the following legislation:

  • An Ordinance to amend existing Section 17-800.3, Supplementation of Information Filed with County Auditor Pursuant to Ohio Revised Code Sec. 5323, of the Property Maintenance Code.
  • An Ordinance to approve updates to the Traffic and General Offenses Codes.
  • An Ordinance to approve the 2019 Budget.
  • An Ordinance to amend the organization and staffing schedule.
  • An Ordinance to amend the personnel schedule.
  • An Ordinance to amend compensation rates for Oakwood Court.

Oakwood City Council conducted a first reading on the following legislation:

  • An Ordinance to raise refuse rates.
  • An Ordinance to amend existing Section 505.01, Pets at Large, of the Oakwood General Offenses Code.
  • An Ordinance to adopt new Section 375.09, Low-Speed Vehicles, Under-Speed Vehicles, Utility Vehicles, and Mini-Trucks, of the Oakwood Traffic Code.

2019 BUDGET

  • City Manager Norbert Klopsch gave a presentation on the 2019 city budget. Budget Review Committee Chair Dave Dickerson and Vice Chair Bill Frapwell reported that the 35 member citizen budget committee recommends approval of the 2019 Budget, and the $3 per month increase in refuse fees.

CITY MANAGER’S COMMENTS

City Manager Norbert Klopsch reported that the Army-Navy football game last Saturday was another great win for Army. He shared how he attended the game two years ago when Army broke the 14-year losing streak against Navy.

COUNCIL COMMENTS

  • Councilmember Rob Stephens recognized and thanked the Public Works Department for all of the efficient and hard work that they do in all kinds of weather. He wished everyone a happy holiday season.
  • Vice Mayor Steve Byington echoed Mr. Stephens comments about the Public Works Department. He thanked City Council and city staff for respectfully working together so well to get things accomplished for the City. He wished everyone a happy holiday season.
  • Mayor Bill Duncan shared that he attended the annual Holiday at the Homestead sponsored by the Oakwood Historical Society. He also attended the annual Christmas tree lighting ceremony this past Sunday where the weather was perfect. This year’s Christmas tree was donated by the Babers, Oakwood residents at 312 Aberdeen. Mayor Duncan shared that earlier today the Ohio Municipal League (OML) sent an email to members informing them that an amendment exempting Supplemental Executive Retirement Plans (SERPs) from municipal income tax may be added to an existing bill as early as tomorrow. He said that city officials will continue fighting against actions like this.
