DELAWARE-MUNCIE METROPOLITAN PLAN COMMISSION

the Delaware-Muncie Metropolitan Plan Commission (DMMPC) is the Metropolitan Planning Organization (MPO), as designated by the Governor of the State of Indiana, for the Muncie Urbanized Area; and

the Transportation Policy Committee (TPC) is the policy committee of the Metropolitan Planning Organization involved in the transportation planning process for the Muncie Urbanized Area; and

the proposed amendment to the FY 2026-2030 DMTIP for the City of Muncie project DES #2003045, Tillotson Avenue from W Kilgore Avenue to SR 332, Preventative Maintenance HMA Overlay, to move CN from FY 2027 to FY 2026, add CN $1,900,000 STBG, decrease CN STP 3 by $287,200 from $2,127,200 to $1,840,000, increase CN Local by $1,459,263 from $532,000 to $1,991,263 all for a total CN increase of $3,086,063 was requested by Muncie; and

the proposed amendment to the FY 2026-2030 DMTIP for the City of Muncie project DES #2003045 to remove FY 2026 RW was requested by Muncie; and

the proposed amendment to the FY 2026-2030 DMTIP for the City of Muncie project DES #2003045 to move CE from FY 2027 to FY 2026, remove CE $250,000 STBG, add CE $276,000 STP 3, and add CE $69,000 Local was requested by Muncie; and

the above proposed amendment was reviewed and approved by the TPC by e-vote concluding on January 14, 2026.
