AN ORDINANCE

TO AMEND SECTION I, 2022 ORIGINAL APPROPRIATION ORDINANCE NO. 4947, AND ANY EXISTING SUPPLEMENTS THERETO, TO PROVIDE FOR THE APPROPRIATION OF:
1.
AN ADDITIONAL AMOUNT OF $120,000 TO BE EXPENDED FROM THE EQUIPMENT REPLACEMENT FUND FOR THE PURCHASE OF AN AMBULANCE.
FOR THE CITY OF OAKWOOD, STATE OF OHIO, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2022.

WHEREAS, the Department of Public Safety provides critical emergency medical services to the public, and ambulances are a key piece of capital equipment necessary to provide those services; and

WHEREAS, it is essential that the city have two (2) reliable ambulances, one serving as a primary vehicle and the other serving as a backup, to ensure emergency availability 24 hours a day, 7 days a week, 365 days a year; and

WHEREAS, the city's current Medic 27 is a 1996 model year ambulance that is scheduled for capital replacement in 2024, but over the last several months has experienced a complete failure of its ABS brake module; and

WHEREAS, despite multiple attempts, staff has determined that this particular brake module cannot be repaired, and furthermore the necessary part is no longer manufactured or commercially available either new or used; and

WHEREAS, because Medic 27 can no longer be used for emergency services, the City Manager has recommended the purchase of a used ambulance that is of sufficient quality and remaining useful life to serve as the city's current primary ambulance through 2024, and then to serve as a backup ambulance when a new ambulance is purchased at that time; and

WHEREAS, Council believes this is a prudent use of the city's resources and will benefit the public health, safety and welfare by allowing for the uninterrupted provision of emergency medical services; and

WHEREAS, this supplemental appropriation will authorize an additional amount of $120,000 to be expended from the Equipment Replacement Fund for the purchase of a used ambulance consistent with the City Manager's recommendation;

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF OAKWOOD, STATE OF OHIO, THAT:

SECTION I.
To provide for the current expenses and other expenditures of the said city of Oakwood during the period commencing January 1, 2022 and ending December 31, 2022, the following revised sums shall be and they are hereby set aside and appropriated as follows, with added material in bold type and deleted material in strike-through type:

SECTION II.
The Director of Finance is hereby authorized to draw warrants for payments from any of the foregoing appropriations upon receiving proper certificates and vouchers therefrom, approved by this ordinance of Council to make the expenditures; provided that no warrants shall be drawn or paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance.
