Present –

Commissioner Irene Hansen, Commissioner Tracy Killian, Attorney Stephen Foote, Deputy Attorney Tyler Allred, Clerk-Auditor Chelise Jessen, Public Works Director Mike Casper, Public Works Deputy Director Clint Curtis, Human Resource Director Judy Stevenson, Human Resource Generalist Nichole Cowley, Deputy Clerk-Auditor Lexie Young, Economic Development Director Deborah Herron, Deputy Treasurer Connie Sweat, Surveyor Jerry Allred, Duchesne County Residents Tracy Ross, Jeff Chug, Bryan Winterton, Tim Stevens, and Kent Peatross, and Commission Executive Assistant Melissa Hughes is taking the meeting minutes.

Chairperson Hansen welcomed everyone to the meeting and excused Commissioner Miles.

Public Works Update
(9:02 a.m.)

Public Works Director Mike Casper gave an update on existing projects and upcoming work. The crusher is up and running. Jones & DeMille tested the chips to ensure they were in compliance. The Red Creek Road (CR 15) project is now complete. It was zipped, and 13 culverts were replaced. The parties discussed other road projects and dust suppressant oil that will be purchased.

Discussion & Consideration for the Purchase of a Spray Tank for the New Weed Dept. Road Truck

Weed Control Director Mike Cardon presented three quotes for a spray tank for the new road truck.

Chemical Container Inc. Lake Wales, FL - $77,261.00 without installation.
Dultmeier Sales Davenport, Inc. Omaha, NE - $28,657.00 without installation.
Warne Chemical & Equipment Company Inc. Rapid City, SD $20,950.00 with installation.

The parties discussed the quotes and installation of the tank. To install the spray tank and components, the truck must be driven to Rapid City, South Dakota. Commissioner Killian made a motion to approve the purchase of a spray tank for the new weed control truck from Warne Chemical & Equipment Company Inc. for $20,950.00 and have the truck driven to South Dakota for the installation. Commissioner Hansen seconded the motion. Commissioner Killian voted aye, and Commissioner Hansen voted aye. The motion passed.

Discussion & Consideration of the Well Protection Land Use Agreement

Scott Werrett, landowner in Altonah, Utah, presented a Well Protection Land Use Agreement with a picture and description of the property and request. He explained that in order to drill a well on his property. He must have this agreement signed by his neighbors and right-of-way owners within the 100 feet around his proposed well site. Deputy Attorney Tyler Allred gave his opinion of the request. There are no issues with signing the agreement. Commissioner Killian made a motion to grant the request and authorize the chair to sign. Commissioner Hansen seconded the motion. Commissioner Killian voted aye, and Commissioner Hansen voted aye. The motion passed.
