forms of transportation such as paratransit, on-demand and the 5310 Program through “RTA Connect.”

Mr. Policicchio reviewed current bus routes and future changes to the bus routes in Oakwood. He explained that the overall system will be improved reaching, within a ¼ mile of all services, roughly 70% of the Montgomery County population. The redesign will also reach 80% of individuals living in poverty, 85% of job locations, and 100% of major hospitals in Montgomery County. In addition, through a combination of programs, service will continue to be available to 100% of the 65 and older population and individuals with disabilities residing in the county. RTA will continue gathering feedback from communities to increase the quality of services through more frequent, direct and easy to use multi-mobility options.

Mr. Stephens asked if the bus route on Shroyer Road will be changing.

Mr. Policicchio confirmed that the Shroyer Road bus route is not changing through Oakwood.

Mrs. Hilton received clarification from Mr. Policicchio regarding several route-specific questions. She shared an idea that she had about changing “The Flyer” bus route.

Mrs. Hilton asked about the problems near the RTA hub in downtown Dayton.

Mr. Policicchio explained that there have been some issues with RTA busing Dayton Public School students. RTA is partnering with Dayton to address the local issues.

Vice Mayor Byington asked if the redesigned route plans are available online.

Mr. Policicchio shared that the information is available on the RTA website.

City Council thanked Mr. Policicchio for his presentation.

Brian Parks, 113 E. Peach Orchard Avenue, shared pedestrian safety concerns due to the operation of electric scooters on sidewalks. He stated that it is dangerous for people to walk on the sidewalk when there are kids riding electric scooters going about 10-15 mph.

Vice Mayor Byington noted that this is not the first time this issue has come up. He asked Mr. Stephens to discuss his work with the Oakwood Junior High School to promote the safe use of scooters around the city.

Mr. Stephens shared that he has been working with the Junior High to create a series of short videos focused on the safe use of scooters and bikes.

Mr. Parks suggested that a dedicated bicycle lane be added to Shafor Boulevard.

City Council thanked Mr. Parks for his feedback.

LEGISLATION

A copy of the resolution, having been placed on the desks of each member of Council prior to introduction, was read by title.

Mr. Stephens explained that this is an annual resolution that is the first step of the 2024 street lighting program.

Oakwood is required by law to pass several pieces of legislation to provide street lighting each year. The first is this resolution, declaring the necessity of street lighting throughout the city. The second piece, the “Ordinance to Proceed” for the project, but this will be its first reading and will not be voted on until the April meeting. The third piece of legislation, an ordinance to levy assessments for certain street light costs, will be introduced as a first reading at the April meeting, followed by a final assessment ordinance to be introduced after the project has concluded.

Thereupon, it was moved by Mr. Stephens and seconded by Mrs. Hilton that the resolution be passed.
