Call to Order
President Riggin called the meeting to order at 9:00 a.m. and welcomed those in attendance.
Pledge of Allegiance
Those present stood and recited the Pledge of Allegiance.
Roll Call
Roll call was conducted. Present were President Sherry Riggin, VP Stephen Brand, and Commissioner Shannon Henry. A quorum was declared.
Announcements – Material Bid Openings
Material bids were received from: AB Best, LLC; IMI; Brooks Construction; and E&B Paving.
Motion by Commissioner Brand to take the bids under advisement and to have a comparative summary prepared for review at a future meeting.
Second by Commissioner Henry.
Motion carried unanimously.
Appointments
- Board of Health – A qualified Democrat is being sought.
- Civic Center Authority – A Democrat with legal background is being sought.
- Board of Zoning Appeals (BZA) – Mr. Steven Hines has expressed interest. Action deferred pending required party documentation.
- Yorktown Public Library Board of Trustees – Kimberly Pike recommended for reappointment; to be placed on a future agenda prior to March 31.
Tabled Business
Delaware County American Tower Audit Lease Amendment Request
Remains tabled.
Heartland Scholar House
Motion by President Riggin to remove from table
Second by Commissioner Brand.
Motion carried unanimously.
An overview of Heartland Scholar House was provided, including program participation and housing limitations.
Motion by Commissioner Henry to allocate $25,000 for 2026 from EDIT Project No. 9 (Health and Wellness) to support the program, with review at year-end for future funding consideration.
Second by Commissioner Brand.
