The Council of the city of Oakwood, Ohio, met in a work session on Monday, August 15, 2022 in the second-floor training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending for a portion of the meeting were Public Safety Director Alan Hill; Personnel and Properties Director Jennifer Wilder; Debra Edwards, President of the Oakwood Historical Society; and Ann-Lisa Allen, President of the Kettering/Moraine/Oakwood Chamber of Commerce.
Mayor Duncan called the meeting to order at 5 p.m. and invited Debra Edwards with the Oakwood Historical Society to share information about future historical markers. Mrs. Edwards spoke about future markers in various locations, including the Runnymede Playhouse and Hawthorn Hill.
Mrs. Edwards departed the meeting at 5:30 p.m.
Mrs. Ann-Lisa Allen, President of the Kettering/Moraine/Oakwood Chamber of Commerce (KMO), joined the work session at 5:39 p.m.
Mayor Duncan invited Mrs. Allen to share information about the KMO Chamber of Commerce.
Mrs. Allen discussed the mission and purpose of the KMO Chamber and commented on the array of services provided. She also commented on the involvement in chamber activity from officials by Kettering, Moraine and Oakwood.
Mrs. Allen departed the meeting at 6:18 p.m.
At 6:18 p.m., Council moved to executive sessions for property matters and personnel matters.
At 6:55 p.m., Council concluded the executive sessions and moved back to work session.
Mayor Duncan continued the meeting by discussing the following items:

- Comprehensive Plan: Mr. Klopsch shared that City staff continues work on documenting accomplishments towards the Goals and Objectives in the Comprehensive Plan. He shared that the information will be presented to the Planning Commission, BZA and BRC. Mr. Jacques recommended that the city officially acknowledge that the Comprehensive Plan is still appropriate as a guiding document for land-use, transportation, public facility and community character planning in Oakwood.
