OAKWOOD CITY COUNCIL WORK SESSION

DECEMBER 5, 2022

The Council of the city of Oakwood, Ohio met in a work session and an executive session on Monday, December 5, 2022 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington via remote teleconference, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Personnel and Properties Director Jennifer Wilder also attended for the executive session.

Mayor Duncan called the meeting to order at 6 p.m. and opened an executive session for personnel matters. At 7:08 p.m., Council concluded the executive session and moved to work session.

Mayor Duncan reviewed the agenda for the regular session this evening and then led a discussion on the following agenda items:

  • STATUS REPORTS: Mayor Duncan noted that there are no scheduled status reports for the regular session this evening.
  • VISITORS: Mayor Duncan mentioned that there are no scheduled visitors for the regular session this evening.
  • LEGISLATION: Council discussed the following legislation scheduled for presentation at the regular session this evening:
    • An Ordinance to amend Section 151.03, Disposal of Lost, Abandoned, Stolen, Seized or Forfeited Property, of the Oakwood Administrative Code, Mrs. Turben
    • An Ordinance to approve updates to the Traffic and General Offenses Codes, Mr. Stephens
    • An Ordinance to approve the 2023 Budget, Vice Mayor Byington
    • An Ordinance to amend the personnel schedule, Vice Mayor Byington
    • An Ordinance to amend compensation rates for Oakwood Court, Vice Mayor Byington
    • An Ordinance to amend the organization and staffing schedule, Vice Mayor Byington
    • An Ordinance to renew a Land Use Agreement, Mrs. Turben
  • STAFF REPORT: Mr. Klopsch noted that there is no staff report scheduled for the regular session this evening.
  • COUNCIL COMMITTEES
    • Public Utilities/Waterworks/Sewer, Mrs. Turben
      • Far Hills Storm Sewer Reconstruction: Mr. Klopsch reported that Oakwood did not score enough points to win the loan/grant under the Ohio Issue 2 infrastructure program to help fund this $2.1 million project. Mr. Klopsch will contact the Montgomery County District 4 Integrating Committee to discuss the Issue 2 SCIP and LTIP Project scoring system. Mr. Klopsch noted that staff has begun contacting several Oakwood property owners to request easements required for the project. Mr. Jacques commented on a meeting recently conducted with the property owner at 1400 Devereux Drive where the largest easement is needed.
