The Council of the city of Oakwood, Ohio, met in a work session on Monday, June 16, 2025, in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens and Leigh Turben. Staff in attendance were City Manager Katie Smiddy and Law Director Rob Jacques.
Councilmember Healy Jackson was excused absent.
Mayor Duncan called the work session to order at 5 p.m. and led a discussion on the following agenda items:

MISCELLANEOUS
- Mrs. Smiddy updated Council on the status of Miami Valley Communications Council’s street lighting negotiations.
- Mrs. Smiddy updated Council on her recent city/school coordination meeting with Dr. Neil Gupta.
- Mrs. Smiddy noted that two council candidates had requested meetings with her to discuss current City issues.
- Mrs. Smiddy informed Council of her upcoming meeting with the Beautification Committee on July 1.
- Mrs. Smiddy updated Council on the status of proposed revisions to the City Charter.
- Mrs. Smiddy briefed Council on the status of H.B. 335, which would eliminate inside-millage levies. Council asked the Law Director to prepare legislation opposing the bill, as well as a letter from all members of Council.
- Council briefly discussed a recent email suggestion to engage in crowdfunding to benefit the business districts.
- Mrs. Smiddy updated Council on the first event of the senior swim initiative. There were only five participants, but the Father’s Day holiday may have impacted attendance.
- Mr. Jacques briefed Council on several properties in the 400 and 500 blocks of Acorn Drive. They back up to a City-owned parcel, and there are a number of encroachments that have been permitted via agreements in the house files.
- Mr. Jacques briefed Council on procedures for two public hearings that will be held on July 7 regarding natural gas aggregation.
- Mr. Stephens noted that he has seen several properties with tall grass and inquired as to the status of code enforcement efforts.
At 6:05 p.m., Mayor Duncan concluded the work session and adjourned the meeting.
