The Council of the city of Oakwood, Ohio, met in a work session on Monday, June 7, 2021 in the second-floor training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Anne Hilton and Councilmember Leigh Turben. Councilmember Rob Stephens was excused absent. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Oakwood resident Christine Robinson also attended.

Mayor Duncan called the work session to order at 7:00 p.m. and reviewed the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

• STATUS REPORTS:
  • Citizen Committee Appointments: Mayor Duncan mentioned that he will call for a vote at the regular session this evening to appoint Kirsten Halling to the Property Maintenance Board; Elizabeth Kussman to the Budget Review Committee; Kevin Jones to the Beautification Committee; and the reappointment of Ted Kircher to the Beautification Committee.
• VISITORS: Mr. Klopsch confirmed that there are no Zoom visitors scheduled for the regular session this evening.
• LEGISLATION: Council discussed the following legislation scheduled for presentation at the regular session this evening:
  • An Ordinance to exempt certain purchases via broker from formal bidding requirements, Vice Mayor Byington
  • A Resolution lifting the “state of emergency” in Oakwood, Mayor Duncan
  • A Resolution declaring the necessity of placing a 2.72 mill renewal tax levy on the November 2, 2021 ballot, Vice Mayor Byington
• STAFF REPORT: Mr. Klopsch noted that Leisure Services Director Carol Collins will deliver a PowerPoint presentation at the regular session this evening.
• COUNCIL COMMITTEES
  • Public Properties, Mrs. Turben
    • Katharine Wright Park: Mr. Klopsch shared that staff is planning to install a wooden sign in front of Katharine Wright Park next spring. The sign style will match the signs at the other city parks. Mrs. Turben mentioned that the Oakwood Historical Society conducted research on Katharine Wright Park and determined that it did not qualify for a historic marker, however the Historical Society will assist the Library to create a memorial plaque in Katharine’s name.
  • Streets & Alleys, Mr. Stephens
    • Far Hills Stormwater Inlet Repairs: Mr. Klopsch shared that only two bids were received for this project and both were significantly higher than the Engineer’s estimate. Consistent with provisions of the City’s purchasing ordinance, staff will now use the informal competitive process to identify a contractor for the project.
