AUTHORIZING THE CITY MANAGER TO EXECUTE THREE-YEAR COLLECTIVE BARGAINING AGREEMENTS WITH THE OHIO PATROLMEN’S BENEVOLENT ASSOCIATION (OPBA) REPRESENTING THE PUBLIC SAFETY DISPATCHERS, AND WITH THE FRATERNAL ORDER OF POLICE, OAKWOOD LODGE NO. 107, (FOP) REPRESENTING THE PUBLIC SAFETY OFFICERS AND PUBLIC SAFETY LIEUTENANTS.

WHEREAS, throughout the summer, representatives of the City and the unions representing all three (3) bargaining units within the Public Safety Department discussed successor agreements to the current collective bargaining agreements, which will expire on the following dates:

  • The current agreement with the Fraternal Order of Police, Oakwood Lodge No. 107 (FOP), on behalf of Public Safety Officers, which will expire on October 26, 2025;
  • The current agreement with the FOP, on behalf of Public Safety Lieutenants, which will expire on November 3, 2025;
  • The current agreement with the Ohio Patrolmen’s Benevolent Association (OPBA), on behalf of Public Safety Dispatchers; and

WHEREAS, following discussions, the parties were able to agree on new three (3) year collective bargaining agreements with each union, to become effective on October 27, 2025 (Officers), November 4, 2025 (Lieutenants), and November 4, 2025 (Dispatchers); and

WHEREAS, the three (3) new collective bargaining agreements are substantially similar, and provide each bargaining unit with responsible wage increases over the next three (3) years given the City’s available financial resources; and

WHEREAS, the proposed agreements have been reviewed with Mayor Duncan and Vice Mayor Byington in their capacity as members of City Council’s Finance Committee, and

WHEREAS, the City Manager recommends the execution of three (3) year collective bargaining agreements with each of the above-referenced unions;

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF OAKWOOD, MONTGOMERY COUNTY, OHIO, THAT:

SECTION I.

The foregoing recitals are hereby incorporated by this reference, and the City Manager is hereby authorized to execute three (3) year collective bargaining agreements as follows:

  1. An agreement with the Fraternal Order of Police, Oakwood Lodge No. 107 (FOP), representing Public Safety Officers, to expire on October 26, 2028;
  2. An agreement with the Fraternal Order of Police, Oakwood Lodge No. 107 (FOP), representing Public Safety Lieutenants, to expire on November 3, 2028; and
  3. An agreement with the Ohio Patrolmen’s Benevolent Association (OPBA), representing Public Safety Dispatchers, to expire on November 3, 2028.
SECTION II.

It is hereby found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council and that all deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements including §121.22, Ohio Revised Code.
