The Council of the city of Oakwood, Ohio, met in a work session on Monday, June 4, 2018 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the work session to order and began by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

• STATUS REPORTS:
  • PSO Swear-In: Mayor Duncan mentioned that he will administer the Oath of Office to PSOs Justin Slone and Jesse Schaffer at the regular session this evening.
  • Citizen Committee Appointments: Mayor Duncan noted that he will ask for a vote at the regular session this evening to appoint Ted Kircher and Heidi Susta to the Environmental Committee.
• VISITORS:
  • Montgomery County Treasurer, Carolyn Rice: Mayor Duncan stated that County Treasurer Carolyn Rice will address Council during the visitor's portion this evening. She will talk about projects and issues being addressed at her Treasurer's Office.
• LEGISLATION: Council reviewed the following five items of legislation scheduled for the regular session this evening:
  • An Ordinance to amend 2018 appropriations.
  • An Ordinance and public hearing to consider proposed Zoning Code amendments to clarify certain definitions pertaining to single family residential uses and to adopt regulations pertaining to residential group rentals.
  • An Ordinance to establish procedures and standards for the operation of mobile food vehicles.
  • An Ordinance to amend existing Section 725.01, Street Sales Prohibited Except in Business Districts, of the Oakwood Business Regulation Code.
  • A Resolution of necessity for the renewal of a 3.75 mill property tax issue.
• STAFF REPORT: Mr. Klopsch confirmed that Carol Collins will deliver a staff report this evening addressing projects and activities being conducted in the Leisure Services Department.
• COUNCIL COMMITTEES
  • Finance, Vice Mayor Byington
    • 3.75 Mill Property Tax: Mr. Klopsch reviewed the timeline for seeking renewal of the 3.75 mill property tax that expires at the end of this year. The first resolution on this matter will be addressed at the regular session this evening. The second resolution will be addressed at the July 16 council meeting. Following that meeting, the City will distribute a press release providing details about the levy renewal.
  • Planning & Zoning, Vice Mayor Byington
    • Russell Wealth Management Building: City Attorney Rob Jacques informed Council that the zoning approval for construction of the Russell Wealth Management office building has expired. A new developer is now working
