The developer plans to save as many mature trees on the site as possible. The east hillside between the proposed building and the existing Pointe Oakwood residences will be heavily planted with a mixture of deciduous and coniferous trees. The existing mature tree stand just to the north of the building will be preserved with dead trees and vegetation being removed and replaced as appropriate. Similarly, the existing vegetation along W. Schantz Avenue would be substantially enhanced, with dead plant material and trees being removed and new vegetation planted.

Mr. Kroger explained that by a vote of 3-0, the Oakwood Planning Commission recommended approval, with the condition that a proposed monument sign be moved from the right-in/right-out roadway access point at W. Schantz Avenue to the intersection of Sugar Camp Circle and Russell Place, in the interior of Sugar Camp.

Mr. Kroger closed his presentation by sharing that city staff recommends approval, subject to the following conditions: 1) The final landscape plan must be approved by the City Horticulturist; 2) The monument sign and building signs to gain final approval from city staff; 3) Architectural details and materials compliment existing buildings located within Sugar Camp. City Council is holding a public hearing this evening and by a majority vote can approve, deny, or approve with conditions the requested Master Plan amendment and proposed site plan.

Mr. Stephens asked if the parking spaces will be accessible from either direction.

Mr. Kroger confirmed yes.

Mr. Stephens asked if all of the areas that are not filled with trees will be covered with grass.

Mr. Kroger confirmed yes.

Mayor Duncan asked if the staff recommendations are written into the ordinance.

Mr. Jacques said that they are not currently included in the resolution, but if City Council adopts the recommendations, they would be written in this evening.

Mayor Duncan asked if the applicant has agreed to the staff recommendations.

Mr. Kroger confirmed yes.

Mr. Jerad Barnett with Synergy Building Systems addressed City Council on behalf of the developer and thanked them for their time. He said that they had the opportunity to take a fresh look at the project and make some positive changes.

Mayor Duncan then asked Law Director Rob Jacques to administer an oath to those who wish to testify.

Mr. Jacques proceeded to swear in, en masse, the visitors that plan to testify.

Barbara Cerny, 201 Maysfield Road, thanked Synergy Building Systems for proposing a new plan. She explained that she spoke against the previous plans because they did not seem to fit in with either Sugar Camp or the city of Oakwood. She believes the proposed building will be a nice addition to Oakwood and she supports the application.

There being no further public testimony offered, Mayor Duncan closed the public hearing and asked City Council to begin its deliberations.

It was then moved by Mayor Duncan and seconded by Mrs. Hilton that application #18-3, to construct a 16,600 sf, 2-story office building on the 4.3 acre parcel located east of Sugar Camp Circle, west of the Pointe Oakwood residential development, and north of W. Schantz Avenue, be approved, with the condition that the staff recommendations be adopted.

There being no further discussion, Mayor Duncan called for a vote on the motion.
