Minutes

The Council of the City of Oakwood, Ohio, met in a work session on Monday, September 15, 2025, in the conference room at the city building, 30 Park Avenue. The Mayor, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben, and Healy Jackson. Staff members were City Manager Katie Smiddy and City Attorney Rob Jacques.

At 6:00 p.m., Council moved to the executive session for personnel matters.

At 6:32 p.m., Council concluded the executive session and moved to the work session.

Mayor Duncan continued the meeting by discussing the following agenda items:

• STATUS REPORTS:
  • Proclamation recognizing September 17-23 as “Constitution Week;” Mayor Duncan shared that he will read the proclamation.
• VISITORS: None scheduled.
• LEGISLATION: Council discussed the following items of legislation scheduled for the regular session this evening:
  • A Resolution authorizing Collective Bargaining Agreements with PSOs, Lieutenants, and Dispatchers, Vice Mayor Byington
  • A Resolution to approve Existing Property Tax Amounts and Rates, Vice Mayor Byington
  • An Ordinance to appropriate funds for upgrades to the Court Case Management System, Vice Mayor Byington
