The Council of the city of Oakwood, Ohio, met in a work session at 5:00 p.m. on Monday, January 27, 2020 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Personnel and Properties Director Jennifer Wilder attended the executive session for personnel matters and conference with attorney.
Mayor Duncan called the meeting to order at 5 p.m. and Council moved to executive session for personnel matters and conference with attorney.
At 5:51 p.m. Mayor Duncan closed the executive session for personnel matters and conference with attorney, and led a discussion on the following work session agenda items:
- COUNCIL COMMITTEES
- Planning & Zoning, Vice Mayor Byington
- Inner Dance Yoga: Mr. Klopsch confirmed that representatives from Inner Dance Yoga and St. Paul's Church will attend the February 5 Planning Commission meeting to present an application requesting a special use for the yoga studio to operate at the church.
- Pre-sale Inspection Program: Mr. Jacques reported that all actions on the pre-sale inspection program litigation are now completed. We expect to receive a final financial report in the near future.
- 2600 Far Hills Replat: Mr. Jacques mentioned that the 2600 Far Hills property currently consists of several individually platted lots. The owner, Kettering Health Network, is requesting approval to combine those lots into one individual parcel. The City Manager will approve this request in anticipation of redevelopment of this property.
- Status of 201 E. Schantz: Mr. Jacques mentioned that the owners of 201 E. Schantz requested and received approval to build a two-story garage/carriage house approximately fifteen months ago. The owners have done nothing to date to pursue this project. Mr. Jacques will contact them to determine if they have plans to build the new structure. If not, this matter will be presented again to the Planning Commission for reconsideration.
- Status of 429 Ridgewood: Mr. Jacques reported that approximately thirteen months ago the owners of 429 Ridgewood received approval to subdivide their property, thus creating an additional buildable lot. To date, the owners have not filed that subdivision plan. Mr. Jacques will contact the owners to determine if they have plans to proceed with this project. If not, the matter will be referred back to the Planning Commission for reconsideration.
- Public Properties, Mr. Epley
- OCC Registration Software: Mr. Klopsch reported that staff is working on this project. The original goal was to have the new registration software operational by April 1. Staff is still working towards this goal, but it may be delayed a few weeks.
