OAKWOOD CITY COUNCIL WORK SESSION

MAY 15, 2023

The Council of the city of Oakwood, Ohio met in a work session on Monday, May 15, 2023 in the large classroom at the Oakwood Community Center, 105 Patterson Road. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch, City Attorney Rob Jacques, Leisure Services Director Carol Collins and former Mayor Judy Cook. Also attending for a portion of the meeting were Program Supervisor Karen Earley and Oakwood resident Zachary Ludwig, an Oakwood High School student working on an extra credit project.

At 5 p.m., Mr. Klopsch walked former Mayor Judy Cook into the large classroom where all attendees greeted her with a rousing rendition of Happy Birthday! Judy Cook will celebrate her 90th birthday on Saturday, May 20.

AT 5:12 p.m., Mayor Duncan called the meeting to order and invited Ms. Collins and Ms. Earley to provide an overview of Gardner Pool, Shafor Park and Orchardly Park. They shared the history of Gardner Pool, including the original construction and the major improvement projects over the past 30+ years. The presentation concluded with a recommendation to install a pool liner system at Gardner Pool with an estimated cost of $100,000. The project could be completed this fall, if Council approves a supplemental appropriation, or it could be budgeted for 2024.

Ms. Collins then discussed park improvement projects at Shafor Park and Orchardly Park, and Oakwood Community Center programming and memberships.

City Council and city staff then toured Gardner Pool and Shafor Park.

Upon returning to the classroom, Mayor Duncan led a discussion on the following items. Ms. Earley and Mr. Ludwig departed at this time.

May 16 BRC Meeting: Mr. Klopsch confirmed that the Budget Review Committee meeting is scheduled for 5:30 p.m. on Tuesday, May 16.

Business District Zoning Code Amendments: Mr. Jacques reported that at the June 5 meeting, City Council will be taking up the legislation recommended by the Planning Commission for Zoning Code amendments addressing permitted and special uses in the business zoning districts, as well as a few minor clarification amendments.
