THE MINUTES OF THE MEETING OF THE BOARD OF HEALTH, CITY OF OAKWOOD, STATE OF OHIO

The meeting was conducted on Tuesday, July 30, 2024 in the council chamber at the Oakwood City Building, 30 Park Avenue, and was accessible via Zoom.

Attending in person were:
Dr. David Denka, D.O., Chair
Dr. Bill Coyne, D.D.S., Vice Chair
Mrs. Diane Scott, R.N., Member
Norbert Klopsch, Administrator/City Manager
Matt Tyler, REHS, Environmental Health Director

Attending via remote teleconference was Dr. Elizabeth Maimon, DVM, M.P.H., Member.

Also in attendance were Leisure Services Director Carol Collins, Law Director Rob Jacques, Horticulturist Brian Caldwell, Leisure Services Program Supervisor Karen Earley, and Leisure Services Program Supervisor Thomas Hayes.

Excused absent were Dr. Elizabeth Hardy, Ph.D., Member; Steve Enseleit, M.D., Health Commissioner and Mayor Bill Duncan, President.

Dr. Denka called the meeting to order at 5:30 p.m. and led a discussion on the following agenda items:

Minutes of Previous Meeting: Dr. Denka asked that the minutes of the November 21, 2023 and March 26, 2024 meetings be reviewed. There being no requested edits, motion to approve by Dr. Coyne; second by Mrs. Scott. Upon viva voce vote, motion passed and the minutes were approved.

Report from Chair: No report.

Report from Environmental Health Director: Matt Tyler, REHS, Environmental Health Director, commented on the following items:

  • Cost Methodology: The calculations to determine 2025 health department fees will be sent to city staff for review in advance of the next meeting.
  • Gardner Pool Incident: A water rescue involving a toddler occurred at Gardner Pool on Saturday, July 6. The child was responsive and transported to Dayton Children’s Hospital where she was released that evening. The OCC staff followed incident reporting protocols and Public Health – Dayton & Montgomery County investigated the incident. The investigation revealed no findings and concluded that the pool staff were properly positioned and performed all required tasks appropriately.

Report from Board Administrator/City Manager: Mr. Klopsch introduced city staff from the Leisure Services Department and invited them to report on the following items:

  • Gardner Pool: Program Supervisor Karen Earley reported on the water rescue event that occurred on July 6. She shared that the child’s family was at the pool and the child walked away from the family and stepped off the pool deck into the large pool. The child was seen underwater and was pulled to the deck by her mother. Oakwood medics responded to the pool and, with the parent’s consent, transported the child to Dayton Children’s Hospital. Ms. Earley shared that she spoke with the child’s mother the next morning and was told that the child was released from the hospital the evening of the incident and was okay. Ms. Earley then commented on an unrelated alleged pool incident that is being investigated.
