Public Works Department Update: City Manager Norbert Klopsch provided an update on the different Public Works projects and operations. The Public Works refuse department uses refuse packer trucks, the single largest piece of equipment in the City, with the exception of fire trucks and the sewer vactor truck. The public works mechanics found a way to extend the life of the packers versus buying new ones costing $250,000 – $300,000. This involves installing replacement packer bodies on existing cab & chassis units. A similar process is also followed with street sweepers and perhaps also the vactor truck. All of the work is done in-house and provides cost savings to Oakwood tax payers. Tree trimming is continuing in the ten different sections throughout the City. With the help of the annual Johnny Appleseed Project and citizen involvement, the tree inventory in Oakwood is similar to 20 years ago. The street maintenance program continues. The City invested $210,000 in the asphalt mill and overlay project this year on Deep Hollow Road, Hadley Road, Hadley Avenue, Wiltshire Boulevard and Acorn Drive. There is an investment of almost $300,000 on concrete work in the southeast quadrant of the City. There will also be some significant concrete street repair work next spring on Ridgeway Road. Shroyer Road continues to function properly as designed. The City has not received any complaints. The roadway change has been an improvement for the Oakwood community. Far Hills Avenue is scheduled for complete resurfacing in 2024. While the project is a few years down the road, planning has already begun to request federal funding through Ohio Department of Transportation (ODOT) and the Miami Valley Regional Planning Commission (MVRPC). There are two primary water reports available on the City’s website. The reports are the Drinking Water Consumer Confidence Report (CCR) and the Water Production Annual Report. The Well Field Protection Program is in place, and is updated as needed. The aquifer recharge area includes the northern half of Oakwood. The risk of contamination is very minor. There has been some work completed on the water distribution system in conjunction with to the Vectren work on East Drive. Whenever there is disturbance to the ground, this can cause issues with the pipes. The existing pipes were removed and replaced with copper pipes. All of the fire hydrants were recently repainted around the City. This is done every few years. Fire hydrant flow tests were completed in April. The City also completed a leak detection survey to identify leaks within the Oakwood water system. There were a few minor leaks found, and they have been repaired. Twenty years ago, City Council, a citizen committee and City staff worked on new plans for the Oakwood Public Works Center. John Chain, who was the service director at the time, had many different skills, but his strongest skill was in maintaining vehicles and equipment and overseeing the mechanic shop. He helped develop the plans for the current mechanic shop, which is one of the most important components of the Public Works Center.

CITY MANAGER’S COMMENTS

City Manager Norbert Klopsch shared that at the July council meeting, Montgomery County Recorder Brandon McClain provided information on property fraud detection throughout Montgomery County, and on the new Veteran ID card program. Mr. Klopsch said that he recently went to get his Veteran ID card. He added that it was neat to see all of the Veterans putting value in the card. He thanked Mr. McClain for offering this to Veterans.
