The Council of the city of Oakwood, State of Ohio, met in a work session at 7:00 p.m. in the conference room of the city of Oakwood, 30 Park Avenue, Oakwood, Ohio, 45419. Council then met in a regular session at 7:30 p.m., in the council chambers of the city of Oakwood.
The Mayor, Mr. William Duncan, presided, and the Clerk of Council, Ms. Lori Stacel, recorded. Mayor Duncan opened the meeting by asking all present to participate in the Pledge of Allegiance.
Upon call of the roll, the following members of Council responded to their names:

Mrs. Hilton advised Council she had read the meeting minutes of the January 7, 2019 regular session, work session and executive session, and the January 28, 2019 work session and executive session. Mrs. Hilton reported she found the minutes correct and complete. Therefore, it was moved by Mrs. Hilton and seconded by Mr. Epley that the minutes of the sessions of Council aforementioned be approved as written and the reading thereof at this session be dispensed with. Upon a viva voce vote on the question of the motion, same passed unanimously and it was so ordered.
“Members of City Council, honored guests, City staff and citizens of Oakwood:
30 years ago my family moved to the City of Oakwood. Like many of you, we wanted our eight year old daughter and our five year son to attend an excellent school district. We were excited about being able to walk to school, Wright Memorial Library, Dorothy Lane Market and the Oakwood Community Center. We fell in love with our home and its distinct architectural style. When we arrived, we were immediately accepted and welcomed as new neighbors.
30 years ago, I had no idea I would have the opportunity to serve our community as a member of Oakwood City Council. I am honored to begin my 17th year as a member of City Council and my 10th year as your Mayor.
20 years ago, Steven Byington moved to the City of Oakwood. As an architect, he was attracted to the diverse architectural history and character of our housing stock. He was also attracted by the safety of our neighborhoods and the community engagement of our citizens.
20 years ago, Mr. Byington also had no idea he would have the opportunity to serve our community as a member of Oakwood City Council. Steve is also honored to begin his 12th year as a member of Oakwood City Council and his 10th year as our Vice Mayor.
Council members Rob Stephens, Anne Hilton and Chris Epley were born and raised in Oakwood, graduated from our excellent school district and have served our community with distinction. Council members Stephens and Hilton begin their 10th year on City Council and council member Epley begins his sixth year on City Council.
This Council, like those that preceded it, operates in a collegial style and everyone believes in doing the right thing for the citizens of Oakwood. We listen to one another, no one has hidden agendas, and we believe in community service.
