Chairman Miles welcomed everyone to the meeting.

Public Works Director Mike Casper updated the public on existing projects and upcoming work. They have been working on their new yard. They will be testing the ground compaction today. Culverts are being replaced in Mountain Home this week before they start chipping. They will meet with UDOT to develop the approach plans. The North Crescent project is mostly complete. There are a few spots where material must be brought to the pavement. The parties discussed the Roosevelt trail system possibly going under the roadway. There are two to three graders out working the graveled roads. Director Casper asked about starting the approach project by Troy Ostlers.

Public Works Deputy Director Clint Curtis presented a residential approach permit. He explained the location. The parties discussed the request. Commissioner Chugg made a motion to approve the approach permit for Parcel 00-0007-8349. Commissioner Killian seconded the motion. Commissioner Chugg voted aye, Commissioner Killian voted aye, and Commissioner Miles voted aye. The motion passed.

Public Works Director Mike Casper explained that they can obtain property north of the new yard for $12,000 per acre. It is a 13.51-acre lot. This would allow for better access to and from the property onto Highway 87. The parties discussed the truck scale on the property and the option to purchase. The property will be purchased with Fund 41 funds. Commissioner Killian made a motion to purchase the parcel north of the new yard for $197,120.00. Commissioner Chugg seconded the motion. Commissioner Killian voted aye, Commissioner Chugg voted aye, and Commissioner Miles voted aye. The motion passed.

Sheriff Travis Tucker explained that his department is in a hiring crisis. They are currently down nine deputies. The State has raised the wages for its officers, and Duchesne County is the lowest-paid agency in the basin. He proposed raising the starting salary for certified officers to $28.00 and increasing the existing officers' salaries by $5.00 per hour. He will pause on hiring some of the positions to offset the budget.

Clerk-Auditor Chelise Stewart explained that this will not increase the payroll budget for the Sheriff’s Department. She said the staff needs to be mindful when working overtime, but the raise is well-deserved. Sheriff Tucker said they have updated their overtime policy and will forgo hiring three of the nine positions until 2027.

Human Resource Director Judy Stevenson has been working with the Sheriff on the payroll change notices, and the increase will start this pay period. Each Commissioner expressed
