At 6:49 p.m., Mayor Duncan reviewed the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

  • STATUS REPORTS
    • Mayor Duncan noted that he will present a proclamation at the regular session this evening recognizing September 17-23 as “Constitution Week”.
    • Mayor Duncan reported that he will read a proclamation at the regular session this evening recognizing the lifesaving actions of Public Safety Officer Sarah Whitaker. Chief Bebris and Chief Queen, from the Miami Valley Fire District will be present and will add comments.
    • Mr. Stephens noted that he will make public statements at the regular session this evening about upcoming playground improvements at Schenck Park and the renaming of that park as Cook Park.
  • VISITORS
    • Mayor Duncan mentioned that Joe Braden from the Auditor of State’s Office will attend the regular session this evening to recognize Cindy Stafford and the Oakwood Finance Department for the Auditor of State Award for Exemplary Financial Reporting.
  • LEGISLATION: Council discussed the following three items of legislation on the agenda for the regular session this evening:
    • An Ordinance to accept a Dedication of Public Right-of-Way, Mr. Stephens
    • A Resolution to approve Existing Property Tax Amounts and Rates, Vice Mayor Byington
    • Ordinance to clarify the Process for Implementing Temporary Traffic Control Devices, Mr. Stephens
  • STAFF REPORT – PUBLIC SAFETY DEPARTMENT: Mr. Klopsch explained that Chief Alex Bebris will give a staff report at the regular session this evening. At the conclusion, he will speak to Council about his November 10 departure and future plans.
  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      • 2018 Capital Budget: Mr. Klopsch reported that the 2018 Capital Budget is completed, pending any additional input and direction from Council or from the citizen Budget Review Committee.
    • Planning & Zoning, Vice Mayor Byington
      • UD Property and Hawthorn Hill: Mr. Jacques reviewed zoning matters relating to Hawthorn Hill and the UD owned property at 1477 Ridgeway Road. He compared and contrasted the two land uses. Discussion ensued on some concerns raised by Ridgeway Road neighbors in terms of traffic and parking. Mr. Klopsch will see that a meeting is held with several neighbors and staff to discuss these issues.
