OAKWOOD CITY COUNCIL WORK SESSION

JULY 15, 2019

The Council of the city of Oakwood, Ohio, met in a work session on Monday, July 15, 2019 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the work session to order at 6:30 p.m. and began the meeting by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following work session agenda items:

  • STATUS REPORTS: Mr. Klopsch noted that there are no status reports planned for the regular session this evening.
  • VISITORS: Mr. Klopsch mentioned that there are no visitors scheduled for the regular session this evening.
  • LEGISLATION: City Council discussed the following items of legislation on the regular session agenda this evening:
    • A Resolution and Public Hearing to review a request for a special use permit/amendment to the Sugar Camp Master Plan for the installation of a replacement monument sign in front of Building B at the corner of W. Schantz Avenue and Sugar Camp Circle, Mayor Duncan
    • An Ordinance to enact a one year moratorium on the use of shared mobility devices, Mr. Stephens
    • An Ordinance to levy special assessments for the 2018 Sidewalk Repair Project, Mr. Stephens
    • An Ordinance establishing regulations to prohibit the operation of short-term rental properties, Vice Mayor Byington
    • An Ordinance to amend the organization and staffing schedule and the personnel schedule, Vice Mayor Byington
    • An Ordinance to amend 2019 appropriations to provide $240,000 in additional funds for concrete street repair, Vice Mayor Byington
    • An Ordinance to establish the Refuse Improvement/Equipment Replacement Fund, Mr. Epley
  • STAFF REPORT – DIRECTOR OF PERSONNEL & PROPERTIES JENNIFER WILDER: Mr. Klopsch noted that Personnel and Properties Director Jennifer Wilder will give her semi-annual staff report this evening. She will provide an update on construction of the Element Oakwood condominiums and Russell Wealth Management building; recent changes in the Far Hills Avenue Business District; and several personnel changes. Thereafter, Mrs. Wilder will deliver a detailed presentation on the new city website.
  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      • Ohio Police & Fire Pension Liability Payoff: Mr. Klopsch reported that the August 5 regular session agenda will include a resolution regarding plans for an accelerated payoff of the pension liability. The City plans to make two payments of approximately $210,000 each to eliminate this liability. One payment will be made in late 2019, and the second in early 2020.
