MINUTES
OAKWOOD CITY COUNCIL WORK SESSION
NOVEMBER 18, 2024

The Council of the city of Oakwood, Ohio met in a work session on Monday, November 18, 2024 in the in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben and Healy Jackson. Staff in attendance was City Manager Katie Smiddy.

Mayor Duncan called the work session to order at 5 p.m. and led a discussion on the following additional agenda items:

  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      • November 19 BRC Meeting: Mrs. Smiddy noted that the final details of the 2025 Budget will be presented to the Budget Review Committee (BRC) at the November 19 meeting.
    • Public Utilities/Waterworks/Sewer, Mrs. Turben
      • Water Service Lines: Mrs. Smiddy confirmed that the consumer notification letters were mailed before the November 16, 2024 EPA deadline. Discussion ensued on the types of questions city staff is receiving from residents and next steps.
      • Rate Increases: Mrs. Smiddy confirmed that staff is proceeding with proposed 2025 water and sanitary sewer rate increases.
    • Safety & Traffic, Mr. Stephens
      • Blazer EV: The Safety Department officially took delivery of the all-electric Blazer EV on Wednesday, November 13. The vehicle was sent out for decaling this week.
  • MISCELLANEOUS
    • 2025 Citizen Committee Appointments: Council discussed the citizen committee appointments expiring at the end of this year.
    • Weekly City Manager Newsletter Feedback: Mrs. Smiddy confirmed Council’s outline preferences for the weekly City Manager Newsletter.
    • Zoom Attendees: Mrs. Smiddy shared that the number of people attending meetings via Zoom is low. Council discussed the use of Zoom moving forward.
    • Holiday Press Releases: Mrs. Smiddy confirmed Council’s preference for the use of press releases to announce office closures and trash pickup delays.

At 6:58 p.m., Mayor Duncan concluded the work session and adjourned the meeting.
