Oakwood City Council Work Session
March 17, 2025

The Council of the city of Oakwood, Ohio, met in a work session on Monday, March 17, 2025, in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben, and Healy Jackson. Staff in attendance were City Manager Katie Smiddy and City Attorney Rob Jacques.

Mayor Duncan called the work session to order at 5 p.m. and led a discussion on the following agenda items:

  • MISCELLANEOUS
    • Codebreaker Month Proclamation: Mayor Duncan shared that he is scheduled to meet with Cheryl Lloyd and Leigh Ann Fulford to discuss a proclamation and upcoming events corresponding with Codebreaker Month.
    • Rob Stephens shared an email sent to him by Oakwood resident Laura Meyers regarding parking concerns in Oakwood.
    • Electric Scooters and Bikes: Council discussed the use of electric scooters and bikes. Mr. Stephens shared a letter that was sent to him by an Oakwood Jr. High student with concerns about the safe use of electric scooters.
    • Gardner Pool: Council discussed the feasibility of offering senior citizens admission to the Gardner Pool from 6:30 p.m. to 8:30 p.m. as a perk to Oakwood senior citizens to promote a sense of community.
    • Electric Vehicle: Mayor Duncan noted that he would like to present the all-electric police patrol vehicle at the Greater Dayton Mayors and Managers meeting in May.
    • Community Garage Sale: Mrs. Jackson shared that an Oakwood resident reached out to her about planning an Oakwood Community Garage Sale in April. She advised the resident that the event was organized by residents, not the City, and suggested that she alert the Oakwood Public Safety Department of the scheduled event.
    • 30 W. Hadley House Fire: Council discussed a recent structure fire at 30 W. Hadley Road.
    • Council Member Leigh Turben inquired about the adjustment of several manholes on Far Hills Avenue. City Manager Smiddy stated ODOT would be returning to adjust the affected manholes on Far Hills by May 30th.
    • Business Listings: Council discussed Oakwood’s Retail/Business Districts. Council Member Turben discussed potential opportunities to begin conversations with the Oakwood Business District. Discussions included surveying existing businesses, creating a business directory and establishing a schedule to continually meet with business owners to listen to concerns and build relationships.
