Call to Order

President Sherry Riggin called the meeting to order at 9:00 a.m. and welcomed those in attendance. The meeting proceeded in accordance with the published agenda.

Pledge of Allegiance

Those present stood and recited the Pledge of Allegiance.

Roll Call

Present were President Sherry Riggin, Vice President Stephen Brand, and Commissioner Shannon Henry. Attorney Danyel Struble and Auditor Ed Carroll were also present. A quorum was declared.

Appointments

Board of Health

Civic Center Authority

No update was provided regarding Civic Center Authority appointments.

Tabled Business

Delaware County American Tower Audit Lease Amendment Request – Kymberlie Kutzler/Brooke & Struble

The matter remained on the table pending further review.

OpenGov Software Contract – Ed Carroll/OpenGov

Motion: Commissioner Brand to remove from table.

Second: Commissioner Henry.

Roll Call: YEA – Henry, Brand, Riggin. Motion carried.

The Highway Department expressed concerns regarding overlapping software services and negative feedback from other counties. Auditor Ed Carroll defended the software's maturity and customization. Commissioner Henry stated he would not support the contract until a dual sign-off payroll system was fully implemented.
