MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, January 27, 2025, in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben, and Healy Jackson. Staff in attendance were City Manager Katie Smiddy and City Attorney Rob Jacques.

Mayor Duncan called the work session to order at 5 p.m. and led a discussion on the following agenda items:

• COUNCIL COMMITTEES
  • Finance, Vice Mayor Byington
    • Finance Director: Mrs. Smiddy reported that the finance director position is posted to multiple online websites, including the City’s website.
  • Planning & Zoning, Vice Mayor Byington
    • Code Enforcement Officer: Mrs. Smiddy shared that the code enforcement officer position description is being finalized and will be posted this week.
• REGIONAL AGENCIES
  • MVCC, Mr. Stephens
    • MVCC Director: Mrs. Smiddy mentioned that MVCC Director Jay Weiskircher signed a contract to serve as director through this year.
    • Natural Gas Aggregation: Mrs. Smiddy reported that MVCC is looking into natural gas aggregation amongst local government leaders. Oakwood will have the option to join the aggregation program, as an opt-in or opt-out participant.
• BOARDS & COMMISSIONS
  • Sister City Association, Mrs. Turben
    • February 22 Event: Mr. Jacques noted that the Sister City Association is waiting for their liquor permit to be processed for the February 22 wine-tasting event at the OCC.
  • Historical Society, Mrs. Jackson
    • Wright at Home Event: Mrs. Smiddy noted that Dayton History requested a special use permit for the annual Wright at Home program at Hawthorn Hill on Saturday, April 26, 2025.
    • Long-Romspert Use: Mrs. Jackson asked about The Oakwood Historical Society’s request to amend its special use permit for the Long-Romspert Homestead/House Museum and Mr. Jacques provided a status update.
