OAKWOOD CITY COUNCIL WORK SESSION

OCTOBER 4, 2021

The Council of the city of Oakwood, Ohio, met in a work session on Monday, October 4, 2021 in the second-floor training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the meeting to order at 6 p.m. and Council moved to executive session for property matters and conference with attorney.

At 7:18 p.m., Council concluded the executive session and moved to work session.

Mayor Duncan then led a discussion on the following agenda items:

Bill will call the regular session to order this evening, lead the Pledge of Allegiance, and ask for the roll call. After asking for roll call, he will invite Chief Hill and Mr. Klopsch to the podium to say a few words about Public Safety Officer Jesse Schaffer and the sad events of last week. Thereafter, Mayor Duncan will call for a moment of silence.

  • STATUS REPORTS:
    • Public Safety Recognition: Mayor Duncan noted that he will introduce Chief Hill at the regular session, who will recognize Detective Kasey Ballinger for her work in apprehending the criminals who were burglarizing homes in Oakwood and Kettering.
  • VISITORS:
    • Homelessness Prevention Program, Dayton Mediation Center: Aaron Primm, a representative of the Dayton Mediation Center, will share information about the program and the services offered.
  • STAFF REPORT: Mr. Klopsch noted that Finance Director Cindy Stafford will deliver a PowerPoint presentation at the regular session this evening.
  • AN OAKWOOD MOMENT: Vice Mayor Byington noted that he will present “An Oakwood Moment” at the regular session recognizing the Volusia Avenue block party.
  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      • October 19 BRC: Mr. Klopsch mentioned that we will conduct the October 19 BRC meeting in the Great Room at the OCC.
      • October 25 Retreat: Mr. Klopsch mentioned that Council will meet in the council chambers at 5 p.m. on Monday, October 25 for an executive session for property matters. At 5:30 p.m., Council will move to the second-floor training room for a retreat with staff. The retreat will begin with dinner from 5:30 until approximately 6 p.m., and then a discussion will begin on financial matters and strategic planning. We will purchase individually boxed meals from Ladder 11 this year. Ms. Stacel will send the menu soon to get food orders.
