OCTOBER 5, 2020 COUNCIL MEETING

City Council met in public session on October 5, 2020. Here are the highlights.

Council meeting minutes were approved for the September 21 regular session and work session.

• Halloween – Councilmember Rob Stephens read a statement regarding Halloween and Trick-or-Treating.

Oakwood City Council approved the following legislation:

• A Resolution recognizing the establishment of the Oakwood Inclusion Coalition.
  • Wright Library Director Kristi Hale and Oakwood’s former mayor, Judy Cook, made a presentation on behalf of the newly created citizen-driven organization called the Oakwood Inclusion Coalition.
• An Ordinance to address the placement of debris on public rights-of-way.
• An Ordinance to address tree and bush trimming on private property.
• An Ordinance to amend 2020 appropriations to repair a portion of the storm sewer system.
• A Resolution per H.B. 614 to extend reporting and payment deadlines for CARES Act reimbursement funds.

• Public Works Department Presentation: Mr. Doug Spitler, Engineering and Public Works Director, referenced a PowerPoint presentation and updated Council on various Public Works projects and operations.

City Manager Norbert Klopsch reported on the following:

• Engineering and Public Works Director Doug Spitler was recognized for quickly establishing himself as a department head after starting in Oakwood on January 6, 2020. Mr. Spitler does a good job thinking outside the box and looking for ways to improve processes.
• He shared appreciation to Oakwood citizens for complying with yard sign regulations.
• The Oakwood School Crossing Guards were recognized and commended for continuing to provide important services through the pandemic.
• He shared excitement for the development of the Oakwood Inclusion Coalition. He thanked the Oakwood Inclusion Coalition leadership team for taking the time to establish this citizen-driven organization.

• Councilmember Chris Epley wished all University of Dayton law students luck in passing the bar exam. He then congratulated the high school students inducted into National Honor Society, including his son Jack.
• Councilmember Anne Hilton thanked Councilmember Rob Stephens for providing the Halloween summary. She reiterated that kids should just pass the homes that do not appear to be participating in trick or treat.
• Councilmember Rob Stephens wished everyone a happy Halloween.
• Vice Mayor Steve Byington reminded everyone that Tuesday, November 3 is Election Day. He encouraged everyone to do their homework and to vote. He then wished his wife a happy 7^th anniversary.
• Mayor Bill Duncan provided an update on his absentee ballot request that he mailed on September 22. He advised people to submit their absentee ballot as soon as possible, or to vote in-person on Election Day. He closed the meeting by reading an argument published in the Raleigh State Gazette regarding the presidential election of 1824.
