Oakwood City Council Work Session

February 3, 2025

The Council of the city of Oakwood, Ohio, met in a work session on Monday, February 3, 2025 in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben, and Healy Jackson. Staff in attendance were City Manager Katie Smiddy and City Attorney Rob Jacques.

Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

  • STATUS REPORTS: Council discussed the following status reports that are scheduled for the regular session this evening:
    • 2025 State of the City Address: Mayor Duncan noted that he will deliver the 2025 Address at the regular session this evening.
    • Citizen Committee Appointments: Mayor Duncan mentioned that he will call for a vote at the regular session this evening to make several reappointments and one appointment.
  • VISITORS: None scheduled.
  • LEGISLATION: None scheduled.
  • COUNCIL COMMITTEES
    • Safety & Traffic, Mr. Stephens
      • Traffic Signal Changes: There was a discussion about upcoming operational changes to traffic signals adjacent to Smith and Harman Elementary Schools (Shafor Blvd at Telford and Aberdeen Aves; Harman and Dixon Aves). The lights will be adjusted to flash during off-peak hours, 10 p.m. to 6 a.m.
  • REGIONAL AGENCIES
    • MVCC, Mr. Stephens
      • City Manager’s Roundtable: Mrs. Smiddy updated Council on several items discussed at the recent City Manager’s Roundtable. Topics included the centralization of local income tax collection, changes to OP&F pension contributions, and the Local Government Fund.
  • MISCELLANEOUS
    • Cardboard Recycling: There was a brief discussion about the weekend pickup schedule for cardboard at the Public Works Center 24/7 drop-off facility.
    • 2600 Far Hills: Council discussed Kettering Health Network’s 2600 Far Hills Avenue redevelopment plans.
    • Consultant Use: Council discussed the use of consultants for upcoming initiatives.
