This ordinance will have its second reading at the January 7 meeting. Chief Hill will make a presentation at that meeting as to the need for these changes.

A copy of the ordinance, having been placed on the desks of each member of Council prior to introduction, was read by title.
Mr. Stephens explained that this is the first reading of an ordinance to allow golf carts and similar unconventional vehicles to be operated on Oakwood streets.
State law allows these vehicles to be used on streets that have speed limits up to 35 miles per hour, but only with the approval of the local jurisdiction. Local jurisdictions that authorize the use of these vehicles are permitted to impose stricter requirements than those set forth in state law.
Council is aware that some Oakwood residents have golf carts they would like to use on Oakwood public streets. This ordinance will have its second reading at our January meeting, at which time the Law Director will make a presentation as to the state of the law concerning these vehicles.

CITY MANAGER’S COMMENTS
Mr. Klopsch reported that the Army-Navy football game last Saturday was another great win for Army. He shared how he attended the game two years ago when Army broke the 14-year losing streak against Navy.
COUNCIL COMMENTS
Mr. Stephens recognized and thanked the Public Works Department for all of the efficient and hard work through all kinds of weather. He wished everyone a happy holiday season.
Vice Mayor Byington echoed Mr. Stephens comments about the Public Works Department. He thanked City Council and city staff for respectfully working together to get things accomplished for the City. He wished everyone a happy holiday season.
Mayor Duncan shared that he attended the annual Holiday at the Homestead sponsored by the Oakwood Historical Society. He also attended the annual Christmas tree lighting ceremony this past Sunday. This year’s Christmas tree was donated by the Babers at 312 Aberdeen Avenue. Mayor Duncan shared that earlier today the Ohio Municipal League (OML) sent an email informing members that an amendment exempting Supplemental Executive Retirement Plans (SERPs) from municipal income tax will most likely be added to a bill as early as tomorrow. He explained that SERPs are used by high income executives to get additional compensation through wages that are exempt from income taxes. He explained that this is another example of the state government starving the municipal government of revenue sources. He said that city officials will continue fighting against issues like this.
