Council President Hughes called the meeting to order at 9:00 a.m. and welcomed all attendees.

It was confirmed that the agenda had been properly posted in accordance with statutory requirements.
Approval of Agenda
Motion: Councilmember Piper moved to approve the agenda as amended to allow Presiding Judge Calhoun to speak following consideration of the minutes.
Second: Councilmember Flanagan.
Vote (Roll Call): All members voted yes.

Presentation
Presiding Judge Calhoun – Court Administrator Resignation
Presiding Judge Calhoun addressed Council regarding the resignation of Court Administrator Emily Anderson, effective February 20, 2026. Judge Calhoun stated that during September 2025 budget hearings, the Courts had requested an additional support position due to workload demands. That request was not approved. Judge Calhoun advised Council that Ms. Anderson has accrued 55.23 days of paid time off, extending through May 8, 2026. She requested Council consider appropriating funds to pay out accrued PTO in order to immediately post and fill the position without operational disruption.
