- Water Utility Fund receipts through September are at 73.75% of budget and disbursements and encumbrances are at 65.47% of budget. Mrs. Stafford shared that she anticipates that the fund will end the year below $1 million, justifying a water rate increase for 2025.
- Sanitary Sewer Utility Fund receipts through September are at 72.16% of budget and disbursements and encumbrances are at 49.18% of budget. Mrs. Stafford shared that most of the Sanitary Sewer Fund expenses relate to wastewater treatment done by Montgomery County and Dayton.
- Stormwater Utility Fund receipts through September are at 78.60% of budget and disbursements and encumbrances are at 91.21% of budget.

The 2023 budget included $2.2 million for the Far Hills Storm Sewer project. The 2024 budget included $1,206,400 for the Far Hills Resurfacing project.
2025 LINE ITEM BUDGET: Mr. Klopsch briefly reviewed the line item budgets for General City Services, Refuse Operations, Water Utility, Sanitary Sewer Utility and Stormwater Utility. The amount budgeted is more than last year across the board due to personnel costs and inflation. He then briefly reviewed the Special Operating Funds and invited Chief Hill to discuss OneOhio, the opioid settlement fund.
Chief Hill explained that a few years ago, the city joined a consortium known as “OneOhio” to participate in a statewide settlement of litigation against several opioid distributors. To date, the city has collected $55,000 and anticipates $17,000 next year. Collectively through Miami Valley Communications Council’s (MVCC) eight communities including Kettering, Oakwood, Moraine, West Carrollton, Springboro, Centerville, Germantown, and Miamisburg, the money can be used to contract and partner with mental health crisis workers to address calls for service that are not police related. Oakwood is collaborating with Moraine, Miamisburg, West Carrollton, and Centerville to contract mental health services through South Community. Public Safety Officers are limited to “pink-slipping” when officers identify an individual as a danger to themselves or others. However, most times the individual that is pink-slipped is back on the street before the officer completes their incident report.
Chief Hill reported that the Chevy Blazer electric police vehicle should be delivered very soon.
Mr. Klopsch shared that the city will conduct a ribbon-cutting ceremony when the vehicle is received and representatives from Drive Electric Dayton will participate.
