OAKWOOD CITY COUNCIL WORK SESSION
NOVEMBER 18, 2019
The Council of the city of Oakwood, Ohio, met in a work session at 5:00 p.m. on Monday, November 18, 2019 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Councilmember Rob Stephens and Councilmember Chris Epley. Vice Mayor Steve Byington and Councilmember Anne Hilton were excused absent. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending for the discussion about Wright Library were Personnel and Properties Director Jennifer Wilder, Wright Library Director Kristi Hale and Joe Fulford, president of the Wright Library Board of Directors. Mrs. Wilder remained in the meeting through the executive session for personnel matters. Mrs. Hale and Mr. Fulford departed the meeting after discussions on the Wright Library Facility Improvements.
Mayor Duncan began the meeting by welcoming Mrs. Hale and Mr. Fulford. Mrs. Hale provided an overview of library operations and additional facility improvement plans, including a property tax levy, proposed for Wright Library. A 1.5 mill property tax levy will be on the March 17, 2020 ballot. It has been 10 years since Wright Library last requested additional property tax dollars. The 1.5 mill tax will address operating costs over the next ten years, and building maintenance, repair and improvement costs.
At 5.26 p.m., Council moved to executive session for conference with attorney and for personnel matters.
At 6:47 p.m. Mayor Duncan closed the executive session for conference with attorney and for personnel matters, and council returned to work session. (Note: Mr. Epley departed the meeting at 6:33 p.m.)

Amendment to Depository Code: Mr. Klopsch reported that an ordinance to amend our Administrative Code as it addresses Depositories will be presented at the December 9 meeting.
