JUNE 5, 2017 COUNCIL MEETING

City Council met in public session on June 5, 2017. Here are the highlights.

Council meeting minutes were approved for the May 1, 2017 regular session and work session.

• Mike Wenclewicz Retirement – City Manager Norbert Klopsch recognized the recent retirement of Assistant Public Works Director Mike Wenclewicz.

Oakwood High School Academic Decathlon Team – Vice Mayor Steve Byington read a Proclamation recognizing the Academic Decathlon Team for being the Division III National Champion at the United States Academic Decathlon National Competition in Madison, Wisconsin on April 20-22. The team competed against the best schools in the nation, and won the team’s 6th consecutive National title, while also ranking third overall. Mayor Bill Duncan distributed the Proclamation to members of the team.

Oakwood City Council approved the following legislation:

• An Ordinance to levy special assessments for the 2016 Sidewalk Repair Project.
• An Ordinance adopting the 2018 tax budget.
• Resolution approving revisions to First Suburbs Bylaws.
• Resolution to vacate prior approval of condominiums at Pointe Oakwood.

Leisure Services Department Update: Ms. Carol Collins provided an update on parks and recreation programs and events.

City Manager Norbert Klopsch thanked Leisure Services Director Carol Collins for all of her excellent work. Mr. Klopsch shared that the city has retained many long-time employees, and that is a direct result of Personnel Director Jay Weiskircher finding good, quality employees. The city also has great leadership and instills good work ethic in employees. The Shroyer Road construction in Oakwood is scheduled to begin around Monday, July 3. Two construction message boards will be placed and activated this week to alert motorists and pedestrians of pending construction. The signs will be located near Carmels on the north end and near Speedway on the south end. The major repair work on Ridgeway Road is completed. There will be some additional work further south on Ridgeway Road later in the summer. At some point in mid to late summer, Miami Valley Lighting will replace the old street lights along Ridgeway. As part of the 2017 Sidewalk, Curb and Driveway Apron Project, the sidewalk repair work is underway on Far Hills now that school is out for the summer. The 2017 leaf mulch program was successful. The quality of the mulch was some of the best that the city has ever obtained. Mr. Klopsch made a plea to the Oakwood community to keep debris out of the street. A press release will be distributed to help communicate this information. He explained that except for the 10-week fall leaf collection season, debris of any sort placed on the street is prohibited. A new enforcement program will be implemented, and when a violation is found, the city will leave a door hanger directing the property owner to remove the debris from the roadway within 72 hours. If the debris is not removed within 72 hours, the Public Works Department will remove the debris and charge the property owner with a special pick-up. Each property owner is entitled to two free special pick-ups per year. Additional pick-ups thereafter will be billed to the property owner at $100 each.

• Vice Mayor Steve Byington shared that the Oakwood Farmers’ Market opened this past Saturday and will be open each Saturday from 9 a.m. to 1 p.m. through the end of September. He encouraged people to come out and visit.
• Mayor Bill Duncan shared that the City Manager of Centerville, Greg Horn, will be retiring after 25 years and both he and Mr. Klopsch will be attending the retirement celebration. He also shared that he will attend an upcoming event at Wright Patterson Air Force Base. Mayor Duncan discussed the Battle of Midway in World War II and asked that people recognize the brave American veterans that fought for our country.
