6. The purpose of the proposed zoning change is to fix the split-zoning placing the entirety of both parcels into the F-Farming zoning district. The residence located at 6609 E. Windsor Drive is proposed to be separated through the platting process and sold as an individual parcel. The remaining property, including the residence located at 6601 E. Windsor Drive, will be utilized by Sarah's Nitch, a nonprofit organization, as an outdoor educational facility for tours, field trips, and related learning activities. This use is consistent with and permitted under the F-Farming zoning district, which currently applies to a portion of the property.
8. The proposed change will not adversely affect the surrounding area because the parcel is already partially zoned farming, and the adjoining properties to the east are also zoned farming. Additionally, the use of the property will remain unchanged and is a permitted use within the farming zoning district.
9. A variance will be requested from the subdivision ordinance to allow 6609 E Windsor Dr. to be accessed by an easement and to not adjoin a public right of way when it is split through platting.
A rear setback variance for 6601 E Windsor Rd. will also be requested. The pre-existing home is already non-compliant with the current zoning setback and it will not conform to the rear setback requirement of the F-Farming zone. Due to the location of the existing structures at both 6601 and 6609 E Windsor Dr, even if the existing parcel line was adjusted it would not be possible to place both structures into compliance under either the existing zoning or the proposed F-Farming zone.
