The Council of the City of Oakwood, Ohio, met in a work session on Monday, May 5, 2025, in the conference room at the city building, 30 Park Avenue. The Mayor, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben, and Healy Jackson. Staff members were City Manager Katie Smiddy and City Attorney Rob Jacques. Phil Dysard, a representative with Palmer Energy, also attended a portion of the meeting.
Mayor Duncan called the work session to order at 6:30 p.m. and invited Mr. Dysard from Palmer Energy to provide an update on gas and electric aggregation. Mr. Dysard presented information about the City’s existing electric aggregation program, as well as developments with ongoing RFPs for MVCC’s next electric supply contract and possible new natural gas aggregation program. Mr. Dysard departed the meeting at 7:10 p.m.
Mayor Duncan then reviewed the agenda for the regular session this evening and led a discussion on the following agenda items:

STATUS REPORTS: Council discussed the following status report scheduled for the regular session this evening:
- Captain and Lieutenant Swear-in: Mayor Duncan will administer the Oath of Office to Captain Chuck Balaj and Lieutenant Matt Staley. Chief Hill will introduce them.
- Citizen Committee Appointment: Mayor Duncan will call for a vote at the regular session this evening to appoint Tobias Schmitt to the Budget Review Committee.
- Council Committee Assignment: Mayor Duncan will initiate a vote during this evening’s regular session to appoint Council Member Turben as the chair of the newly established council committee on “Business Districts.” Council Member Jackson will serve as the alternate member.
- Proclamation recognizing the month of May as “Codebreaker Month.” Mayor Duncan will read the proclamation.
