OAKWOOD CITY COUNCIL WORK SESSION

JULY 20, 2026

The Council of the City of Oakwood, Ohio, met in a work session on Monday, July 20, 2026, in the conference room at the City Building, located at 30 Park Avenue. The Mayor, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Leigh Turben, Healy Jackson, and Sam Dorf. Staff members were City Manager Katie Smiddy and City Attorney Rob Jacques.

Mayor William Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

  • STATUS REPORTS: None scheduled.
  • VISITORS: None scheduled.
  • LEGISLATION: Council discussed the following items of legislation scheduled for the regular session this evening:
    • A Resolution declaring the necessity of placing a 2.72 mill renewal tax levy on the November 3, 2026 ballot, Vice Mayor Byington
    • An Ordinance to itemize and levy special assessments for the 2025 Sidewalk Repair Projects, Mr. Dorf
  • STAFF REPORT — ENGINEERING & PUBLIC WORKS: City Engineer/Assistant Public Works Director Chris Kuzma will deliver a staff report at the regular session this evening.
  • MISCELLANEOUS
    • Mrs. Smiddy informed Council that food trucks will be utilized for this year's Ice Cream Social. Several trucks have already been confirmed, with additional vendors potentially being added. She explained that this approach will provide attendees with a greater variety of food options while eliminating challenges associated with storing and serving hot boxed dinners. Council discussed the potential for long lines and wait times and suggested adding additional food trucks. Mrs. Jackson also requested that shaded seating be available for attendees.
    • Council discussed the vacancy on the Budget Review Committee resulting from Michael Vanderburg's relocation. Given the limited number of committee applications expressing interest in the committee, Council suggested that a press release be issued to advertise the vacancy.
    • Mrs. Smiddy reminded Council of the executive session scheduled for Wednesday, July 29 to discuss property matters.
    • Mrs. Turben commented that the recent boulevard improvements along Far Hills Avenue at Pointe Oakwood look excellent and inquired when similar landscaping improvements would begin in the business district. Mrs. Smiddy provided an update on the irrigation system repairs that must be completed before that work can proceed.
