The Delaware-Muncie Metropolitan Plan Commission held its regular monthly meeting on Thursday August 6, 2026 at 6:00 PM in the Commissioners’ Court Room (309A) in the Delaware County Building, Muncie, Indiana.
CALL TO ORDER:
President Chris Smith officially called the meeting to order. He welcomed those in attendance and requested that all individuals rise and join in reciting the Pledge of Allegiance to the Flag of the United States of America.
Roll Call: Ms. Swackhamer called roll and the following members were present: Mr. Brand, Mr. Carroll, Mr. Dishman, Ms. Hensley, Ms. Kring, Mr. LaChat, Mr. Landess, Ms. Sipe, and Mr. Smith. Absent: Mr. Borchers, Mr. Ivy, and Mr. Leach. Also present: Mr. Murphy, attorney for the Board.
APPROVAL OF MINUTES:
Approval of Minutes: Mr. Carroll made a motion to approve the June 2026 and July 2026 regular meeting minutes as presented. Mr. Brand seconded the motion. Voting in favor: Mr. Brand, Mr. Carroll, Mr. Dishman, Mr. LaChat, Ms. Sipe, and Mr. Smith. Voting against: None. Abstaining: Mr. Landess. Motion carried (7-0-1).
Procedural Reminders: Prior to beginning the public hearings, President Chris Smith announced standard procedural guidelines for the evening: all cellular devices must be silenced; for each case, a designated representative of the applicant should present from the podium, stating their name and summarizing the request; following the applicant’s presentation, members of the public would have the opportunity to speak in support of or in opposition to the request; thereafter, the applicant would receive a final opportunity to address any public comments or concerns. All comments should be kept brief, respectful, and directed to the podium and the board rather than individual audience members. The Commission’s role is to deliver either a favorable or unfavorable recommendation to the next governing body.
OLD BUSINESS:
Being a continuation of a public hearing on the matter of an application filed by Integrated Solutions, LLC, requesting a change in zone from the F Farming Zone to the BV Variety Business Zone at the premises of 7600 South State Road 67, Salem Township, Delaware County, Indiana, as more accurately described in the application.
Applicant Representation and Case Presentation: Kathy Vannice of Ashton Land Surveyors (325 West Washington Street, Muncie, Indiana) appeared on behalf of the applicant, Integrated Solutions, LLC. Ms. Vannice stated that the request was a continuation of a public hearing seeking to rezone the 2-acre parcel
