MARCH 6, 2017 COUNCIL MEETING

City Council met in public session on March 6, 2017. Here are the highlights.

Council meeting minutes were approved for the February 6, 2017 regular session and work session, and the February 27 work and executive session.

STATUS REPORT

  • Proclamation – Mayor Duncan read a proclamation designating April as “Fair Housing Month.”

VISITORS

  • Brian Humphress provided an update on current issues and projects at the Miami Valley Communications Council (MVCC). Charlie Stiegelmeyer provided an overview of the Tactical Crime Suppression Unit (TCSU).
  • Madeline Iseli provided an update on the educational offerings at Sinclair and the students who benefit from this school.
  • Nina Anglin, The Oakwood Florist, and Amy Gantt, Lula Bell, spoke on behalf of the Shops of Oakwood and shared that several of the local businesses are working together to create a venue to continue providing great products and services for the community.
  • Members of Girl Scout Troop 30149 addressed Council and shared that they are working on their Silver Award. They would like to place a memorial for all Veterans at Orchardly Park using their cookie money and other donations.
  • Dr. Masha Kisel, 101 Oak Knoll Drive, addressed City Council as a follow up to her comments at the January 9 and February 6 City Council meetings where she shared ideas on how to make Oakwood more sustainable with recycling, composting and using green energy.

LEGISLATION

Oakwood City Council approved the following legislation:

  • An Ordinance to consider a proposed Zoning Code text amendment to prohibit medical marijuana-related businesses and/or home occupations within all Oakwood zoning districts.
  • A Resolution of Necessity for 2017 Sidewalk Repair Project.
  • A Resolution of Necessity for 2018 Street Lighting.
  • A Resolution opposing the Centralized Tax Collection Provision in Governor Kasich’s 2018/19 State Budget.

Oakwood City Council conducted a first reading on the following legislation:

  • An Ordinance to proceed with the 2017 Sidewalk Repair Project.
  • An Ordinance to proceed with the 2018 Street Lighting Program.

STAFF REPORT

Public Safety Presentation: Chief Alex Bebris, Public Safety Director, referenced a PowerPoint presentation and updated Council on the following topics: Crime Trends; Fire Loss; Bicycle Registration; Life Pak 15; and Good Police Work.

CITY MANAGER’S COMMENTS

City Manager Norbert Klopsch shared that the 2017 Sidewalk, Curb and Driveway Apron Project is currently advertised for bid. The project will include the area west of Far Hills Avenue. Notices will be delivered next month to the residents who are responsible for repairing the damaged sidewalks. Regarding snow and ice removal, with the mild winter, the city is saving approximately $50,000 in roadway salt and overtime expenses.

COUNCIL COMMENTS

  • Councilmember Anne Hilton shared that the New Resident Breakfast was a wonderful event. She said that she met with the Wright Library staff and found that the popular read this spring is The Wright Brothers by David McCullough.
  • Councilmember Rob Stephens shared that the Lane Stadium grand opening ceremony will be on Saturday, March 11 at 9 a.m. and the public is invited. It will be a wonderful event.
  • Vice Mayor Steve Byington congratulated the Oakwood High School Academic Decathlon Team for winning the State Title for the seventh straight year. He also encouraged people to come to Lane Stadium for the grand opening on March 11 to watch the first game played on the field by the Oakwood Lacrosse Team.
